Below is one example of SMTP email setting defined in web.config file:

    You can use the WebConfigurationManager:

    Configuration configurationFile = WebConfigurationManager.OpenWebConfiguration(Request.ApplicationPath);
    MailSettingsSectionGroup mailSettings = configurationFile.GetSectionGroup("system.net/mailSettings") as MailSettingsSectionGroup;
