    You are classpath-scanning the service package but the implementation of your TestService interface is actually in the serviceimpl package.

    clinic.ict.serviceimpl is not a child package of clinic.ict.service; they just happen to share a prefix. Thus the serviceimpl package is not scanned, and so Spring doesn’t instantiate your TestServiceImpl bean for you automatically.
