I need a function that detects if I scrolling UP or Down in Javascript/jquery to Fire Some events.

Something Like This:

if(ScrollTop)
  {
    alert('SCROLL TOP');    
  }
else if(ScrollDown)
  {
    alert('SCROLL DOWN');  
  }
