    Replace (?<==)(\b\w+\b)(?!")(?=[^<]*>) with "$1"

    $var = preg_replace('/(?<==)(\b\w+\b)(?!")(?=[^<]*>)/', '"$1"', $var);

    EDIT (based on OP’s comment and question update) >>

    Replace (?<==)(\b\S+?)(?=[\s>])(?!")(?=[^<]*>) with "$1"

    $var = preg_replace('/(?<==)(\b\S+?)(?=[\s>])(?!")(?=[^<]*>)/', '"$1"', $var);
