    You can pretty freely use HTML inside javadoc comments.

    Update: Because it came up, I tried

    <ul>
        <li>one</li>
        <ul>
            <li>one point one</li>
        </ul>   
    </ul>
    

    and get

    • one
    • one point one

    I agree proper nesting is better.
