The following code opens the new window without scrollbars in Firefox, IE and Opera.

        toolbar: 0, // determines whether a toolbar (includes the forward and back buttons) is displayed {1 (YES) or 0 (NO)}.

In Google Chrome the new window still has the scrollbars.
