    You can’t use string expression but you may evaluate an expression in code behind:

    btnProcess.CommandArgument =  DataBinder.Eval(e.Row.DataItem, "intId") & " ~ " & DataBinder.Eval(e.Row.DataItem, "IdECompleted")
