    Using WebClient, you can set the encoding in order to retrieve the HTML and get it encoded correctly.

    Untested example:

    var wc = new WebClient();
wc.Encoding = Encoding.GetEncoding("windows-1251");

richTextBox1.Text = wc.DownloadString(myURL);
