    $chunks = array_chunk($arr, 2);
    foreach ($chunks as $chunk) {
        // $chunk could have either 2 elements, or just one on the last iteration on an array with odd number of elements
        echo '<li>';
        foreach ($chunk as $value) {
            echo '<div>' . $value . '</div>';
        }
        echo '</li>';
    }
