works fine..

String outPath = Environment.getExternalStorageDirectory(null).getAbsolutePath() + "/" +"a1.jpg";

instead of

String outPath = mContext.getExternalStorageDirectory(null).getAbsolutePath() + "/" +"a1.jpg";
