Using SQL Server, you might try as follow.

    SELECT a.[Col]
    FROM a
            INNER JOIN b ON a.Col LIKE '%' + b.Col + '%'
    UNION ALL
    SELECT Distinct b.[col]
    FROM b
            INNER JOIN a ON b.COL LIKE '%' + a.Col + '%'
